Council car park extension approved

Last week the planning committee unanimously approved the application to extend the car park at the Badminton Road council offices. Having listened to the concerns raised by residents and ward councillor Claire Young, an additional condition around lighting was added to try to limit the impact on local residents. However local residents remain concerned about the impact the extension will have on them.

Site visit for car park extension plans

At the DC (East) planning committee last week, councillors decided that they needed to see the land where the council is proposing to extend their Badminton Road office car park before making a decision on whether it should go ahead.

The visit will take place at 10.20 am on Friday 26th January. The officer's report is available online.

Nibley council offices - car park extension

Earlier this year, we reported that the Conservatives were considering closing the Kingswood Civic Centre and extending Badminton Road to accommodate a council chamber and extra staff.

They are now proposing to keep the council chamber at Kingswood but move the staff to Nibley, which still requires the car park to be extended. Your Focus Team requested and received plans that demonstrate this will still leave room for the planned Park and Ride.

Badminton Road overnight closure

From 18th July, there will be major resurfacing works taking place on Badminton Road between the traffic island just before the Nibley Lane junction and the roundabout by the council offices. The work will involve overmight road closures from 8pm to 6am - watch out for more details on the illuminated signs. There will be similar works taking place on Waverly Road, Yate from 19th July.

Traffic lights problems in Coalpit Heath

Some have queried why long queues have been building up at the Henfield Road/Badminton Road/Beesmoor Road traffic lights in Coalpit Heath.

Claire Young raised this with a Street Care manager. He explained that the detection loops buried in the road were damaged due to the surfacing works. When the surfacing is complete, new ones will be installed. In the meantime, they rely on historic data, which may have been influenced by the half term holiday resulting in lower than average traffic flows. The contractors are being contacted to ensure the system is operating as well as it can in the circumstances.

Badminton Road resurfacing brought forward

The resurfacing of Badminton Road that we previously reported on will now be carried out between the 27th June and 6th July 2016.

The works will involve the planing off of the existing surface of the carriageway and the laying of a new surface. The work will start at approximately 8.00pm and remain in place until approximately 6.00am, during which time the road will be closed and diversions will be in place.

Council response to recent fatality

Police are still investigating the tragic incident where a pedestrian was fatally injured in a collision with a car near the Park Lane junction on Badminton Road just after midnight on Monday 16th May.

Following the incident, South Glos highways officers reviewed the accident record and found there had been three accidents involving slight injury since January 2013. There is an existing yellow backed ‘junction to the left’ warning sign for northbound vehicles on Badminton Road. However this was observed to be obscured by vegetation and partially faded. Streetcare have now cut back the vegetation and the sign will be replaced and supplemented by a ‘SLOW’ road marking to highlight the junction.

Badminton Road resurfacing in Coalpit Heath

The good news for local residents who have been concerned about the state of Badminton Road in Coalpit Heath is that the section between the railway viaduct and the junction with Bell Road is going to be resurfaced.

Unfortunately this does mean the road will have to be closed at nights, with diversions in place. The works will involve removing the existing surface and laying a new one and will be carried out between 8pm and 6am from 29th June to 7th July. There will be a significant amount of noise. Access to properties and amenities will be maintained, but it is essential that the road is kept clear of vehicles, so the council is asking residents to park them elsewhere. The road will be open to all traffic in the daytime.

Lorries outside Sainsbury's - a reminder

Back in January Claire Young asked people to send her details of any problems caused by lorries parking on Badminton Road outside the new Sainsbury's store in Coalpit Heath. Thank you to those who have sent in emails, sometimes with photos and videos attached. It's important that highways officers understand what is happening to help them decide what, if any, action is needed.

Do keep on sending Claire your reports. It would be helpful if you could say if the lorry was unloading/loading or just parked so the driver could buy things from the store, but the most important thing is to know when it is happening.

Have your say on extending Nibley council offices

Earlier this month we reported on proposals to close Kingswood Civic Centre and extend the Badminton Road council offices at Nibley.

At the time, local councillor Claire Young raised concerns about the impact extending the offices could have on traffic and parking in the local area. She also sought, and was given, reassurance that any plans would not affect the ability to deliver the Nibley Park and Ride in the future. Last year we made sure plans for the solar farm would not restrict a future Park and Ride, we need to make sure the same is true of any office extension. We were told they were also looking at whether solar panels could be put over any new parking area.

Now it's your chance to have your say on the proposals. At this stage, it is still on the principles of the different options, not on any detailed plans for an extension. You can find out more and have your say here until 13th May.

Badminton Road council offices to be extended?

South Gloucestershire Council is looking to make more savings on office space. The Conservative administration's preferred option is to extend the offices (and parking) at Badminton Road, Nibley and move staff there, so they can close Kingswood Civic Centre.

At the Policy and Resources committee meeting on Monday, local councillor Claire Young raised concern about the potential impact on people living around the council offices, where there are already concerns about parking and traffic.

Claire also sought, and was given, reassurance that any plans would not affect the ability to deliver the Nibley Park and Ride in the future. Last year we made sure plans for the solar farm would not restrict a future Park and Ride, we need to make sure the same is true of any office extension. We were told they were also looking at whether solar panels could be put over any new parking area. When more detailed plans are available we will let you know.

Parking problems outside Sainsbury's

Before Christmas residents reported a lorry parked on Badminton Road outside Sainsbury's unloading, instead of in the designated lorry bay. This made it difficult to exit the car park safely because of reduced visibility.

Claire Young raised this with both the council and the local beat manager. PC Simmons talked to the store manager, who in turn made the drivers aware of the problem. He trusts there will be no further problems from his side, however he has expressed a concern that drivers who may be customers rather than suppliers may park in the same location.

Council officers confirmed that they secured a commitment from the Sainsbury’s developer to fund a permanent TRO if parking issues developed on Badminton Road as a result of the development. However, the original expectation was that the problem would be with customers parking on Badminton Road either for convenience or because the car park was full, which could be addressed by the introduction of double yellow lines. The incident reported involved a vehicle unloading, which yellow lines would not legally prevent. That could only be done by introducing a loading/unloading ban during the store opening hours. The council could promote such a ban but it could impact on local residents.

The first step is to see whether this is a regular occurrence or a rarity. To help with that, if you see an incident, please report it to Claire so she can put together an incident log for the council. It would be helpful if you could also say if the lorry was unloading/loading or just parked, but the most important thing is to know when lorries are parking on Badminton Road near the store.

Badminton Road surface

Following the patching work on Badminton Road, there have been concerns about the finish. Although it is uneven in places, officers have assured local member Claire Young that next summer the whole road will have a dressing that will take out the irregularities.

Vegetation on Badminton Road viaduct

Since the summer, Claire Young has reported a number of residents' concerns about trees growing out of the Badminton Road railway viaduct to South Glos Council. People are worried that masonry could be dislodged and be a danger to people below. Council officers have passed the concerns on to Network Rail, as they are responsible for maintaining the viaduct.

Wales and West roadworks rescheduled

Last week we reported that Wales and West Utilities were due to carry out roadworks that would have required stop/go boards on Badminton Road between 9th and 13th October. Concerned that this coincided with the patching work being carried out by the council, Claire Young contacted officers at South Glos. They have informed her that the Wales and West Utilities work will now take place between 16th and 20th.

More road works on Badminton Road?

It's good to see Badminton Road being patched, despite the resulting queues caused by the temporary lights. However it now appears that Wales and West Utilities will be adding to the chaos with Stop/Go boards around the Oakwood Gardens junction from 9th to 13th October. Claire has contacted the Street Works team to find out more.

Road works next week

Anyone who has travelled through Coalpit Heath on Badminton Road will have seen the large illuminated signs warning of road works starting on Monday.

Also starting next week are night time roadworks on the A4174 ring road, between Emerson's Green and Kingswood. The works will be undertaken between the hours of 8pm and 6am, during which time the road will be closed to all traffic and signed diversions put in place. During the daytime traffic may have to run on a temporary surface so speed restrictions will be in place. The work is expected to last until 22nd October, but dates could vary due to problems like poor weather.

Badminton Road night closures for resurfacing

The council will be closing Badminton Road, Yate overnight (8pm-6am) starting on 19th May to enable roadworks to be carried out. The notice allows the closures to happen for up to 21 nights, but they will only happen as needed.

Badminton Road, Coalpit Heath roadworks

There's an article on the Gazette website about the Bristol Water roadworks currently underway on Badminton Road in Coalpit Heath. Three way traffic lights will be used until 19th March and two-way traffic lights will then be put in place until the works finish, expected to be on 13th April.
