A number of people have contacted Claire Young concerned that the workmen only tarmaced some sections of Station Road.
Claire has contacted officers and they have clarified that the work they did was just
the preliminary patching work. That now has to be left for a month or
two for the tarmac to oxidise before they can do the microasphalt
treatment later in the summer. This is proper resurfacing, rather than
just surface dressing, and uses a smaller aggregate for a quieter
running surface.
Sorry for any confusion. The final result should be worth the wait.

Station Road being resurfaced
It was good to see work underway today to resurface Station Road, Coalpit Heath. Claire Young won funding for this at the November Area Forum - as the picture below shows, it was much needed. The work is scheduled to finish by Monday 20th April - in the meantime, avoid the area if you can.

Latest on parking problems
As we reported last month, parking continues to be a problem on some of our local roads.
School run parking
Although the 3 strikes scheme recently introduced by PCSO Andy Pound has been positive, some residents expressed concern that there wasn’t sufficient police presence to support it fully, as only the police can issue tickets. On Friday local councillor Claire Young attended a meeting at the school with the headteacher, governors, residents and PC Finbar Simmons. During the meeting, PC Simmons committed to giving the issue extra attention, and at last night's Safer Stronger Community Group meeting it was selected as a priority, which will help him argue for prioritising it over other work.
South Gloucestershire Council now has a parking enforcement camera car and while Claire was presenting the results of her survey to the committee on 12th November she also asked for the necessary steps to be taken to enable it to be used at the Manor School. At Friday’s meeting, she agreed to arrange an on-site meeting with the police and a highways officer to discuss this further and that is being done.
As well as enforcement, it’s also important to try to reduce the number of people driving to school. Claire has spoken to the Road Safety Officer at South Glos and she has now sent the headteacher details of a new scheme, "Five Minute Walking Zones", to promote children walking at least part of the way to school.
Other parking concerns
School run parking isn't the only concern for local residents, something Claire raised at last night's Safer Stronger Group meeting. Following concerns from residents, Claire wrote to both the football club and Fitquest asking them to remind their members to park considerately. Both responded positively - the football club are putting it on their next agenda and Fitquest have assured her that they remind their users every session and do spot checks.
In Claire's survey, people also expressed concern about people parking too close to certain junctions and Claire took this up with officers. White lines were introduced at the junctions off Roundways following a previous meeting she had on-site with highways officers. They are now proposing similar advisory keep clear lines at the junctions of Heath Gardens/Henfield Road and Station Road/The Brake. Although they are only advisory, the fact that someone is parked on them does help the police build a case for issuing a ticket for obstruction.
At last night's meeting, PC Finbar Simmons explained how the police approach parking problems. They need to be able to build a case that will stand up in court if the ticket is challenged. An obstruction has to be more than an inconvenience and courts will take into account how long it lasts, its nature, extent and purpose. Being prevented from leaving your driveway is an obstruction, but being temporarily blocked from entering isn't because you could park your vehicle elsewhere. With pavement parking, he will look to see if you can get a double buggy through. If there is an element of danger officers are more likely to be successful at court. If you are in any doubt, he advised you to call the police using the 101 number.

Good news at Frome Vale Area Forum
Last night's Frome Vale Area Forum had a packed agenda:
- Schemes to introduce 40mph limits on the B4058/B4059 Iron Acton and 20mph limits within Iron Acton and on surrounding roads including Nibley Lane were approved.
- We awarded New Homes Bonus money to Coalpit Heath Village Hall ("The Miners") to put solar panels on their roof and to Iron Acton Parish Hall for an extension to the entrance lobby
- Station Road, Coalpit Heath and Lower Chapel Lane, Frampton Cotterell were among four resurfacing schemes we chose for 2015/16.

Temporary traffic lights in Coalpit Heath
There will be temporary traffic lights from Tuesday 17th - Thursday 19th January at the Badminton Road/Station road junction, Coalpit Heath (Coalpit Heath). This is to allow access to a BT box in the carriageway.

Station Road resurfacing update
South Glos had planned to resurface the A432 in three phases over three weekends late last year. The two sections around the Stover Road junction were completed, but Network Rail have to allow the Council to work around their bridge structure and the live railway and it has proved difficult to arrange. Add in the December weather and the final phase has been delayed. It will hopefully be carried out early in the new finanical year. In the meantime, the Council will try to keep the road as safe as possible until more permanent repairs can be carried out.

Station Road, Yate to close for major works
Road works are to be carried out at Station Road (B4060) in Yate from 1st-26th June. These will involve upgrading an existing pedestrian crossing, widening Station Road (to accommodate three lanes on the approach to Morrison’s roundabout), amending an existing island and carrying out three utility connections. The road will then be resurfaced. The work will be done in three phases:
Phase 1. 1st June – 13th June. Civils work. Morrison’s Roundabout to JunctionThe Glen. Access to all roads and car parks will be available at all times via Link Road.
Phase 2. 14th June – 20th June. Carriageway Resurfacing. Morrison Roundabout to Church Road Junction.
Phase 3. 21st June – 26th June. Carriageway Resurfacing. Church Road Junction to Link Road Roundabout.
The road will be subject to a closure for the duration of the works and a diversion route (Kennedy Way – Link Road) for traffic will be set up. Access to properties fronting the site will be available for the majority of this closure. However there will unfortunately have to be short periods of time when they will have to resurface across junctions which will restrict access. Every effort will be made to keep disruption to local residents to a minimum for the duration of the works. The dates may change due to bad weather or problems with equipment.

Station Road Post Office closure date

The Post Office have announced that the PO counter in Station Road, Yate (Tesco Express) will close at 1pm on September 5th.
This despite the effect this will have on the large number of elderly people in the area, who may find it difficult to get to the Shopping Centre or to stand in the long queues that are a regular feature of the Post Office there.
